Hey Poyo, I can tell you this, our goal was to get everyone on a team. A lot of factors are involved in that. You play on our Toronto team and you for one see we have limited D so you know grabbing another forward could only worsen that. Not to mention balancing the teams based on roster size. Some would have 12 some would have 9 if we did what you mentioned. It's really hard to get everyone an even amount of games this way. Lastly having cap left over in most cases was a decision some owners made so they could have more flexibility for a mid season trade. Believe me no one wanted to see guys in free agency after the draft.
